 L'art, et plus largement toute forme de création,  sont des piliers vitaux de toute société humaine. Qu'auraient été les hominidé-e-s de Cro-Magnon sans les peintures de Lascaux? Ou les civilisations égyptienne, grecque, chinoise... sans leurs architectes, sculpteurs, poètes? Que serait l'Europe actuelle sans Léonard de Vinci, Camille Claudel ou John Lennon? Exercer un art est à la fois un accomplissement individuel fondamental et un ciment social inépuisable.

Malheureusement, nos sociétés reconnaissant rarement ce rôle essentiel à sa juste valeur. Celles et ceux qui décident de consacrer tout ou partie de leur existence à l'art peinent souvent à s'offrir une vie décente. Les autres ne s'y risquent même pas. Il s'agit là d'un gaspillage énorme de talent, d'un irréparable manque de bonheur à gagner. Le revenu universel de base serait un moyen simple de réenchanter ce risque artistique, en le délestant d'angoisses matérielles fondamentales comme le logement ou l'alimentation. Il donnerait à chacun-e l'occasion de consacrer le temps de son choix à son art, depuis l'apprentissage technique jusqu'aux créations les plus audacieuses.

Un revenu mensuel inconditionnel de 1001 € par adulte, par exemple, remplacerait avantageusement tout système compliqué de statut d'artiste. Sans complexité administrative ou contrôle des activités, sans arbitrage délicat entre artistes et non-artistes, un tel système garantirait en outre des moyens de subsistance aux acteurs-actrices indirect-e-s du monde artistique, aux intermittent-e-s et aux artisan-e-s (ingénieures du son, maquilleurs, camerawomen, caissiers...), dont les revenus sont eux aussi souvent très aléatoires, surtout en période de crise.

Bien sûr, tout individu n'a pas nécessairement le talent pour devenir Hildegard von Bingen ou Guy de Maupassant. La force d'un revenu universel de base est que tous les revenus générés par la pratique artistique s'y ajouteraient de manière inconditionnelle. Les artistes à succès seraient donc toujours riches, alors que les artistes peu talentueux, ou les Vincent van Gogh, incompris de leur époque, mèneraient une vie modeste mais décente plutôt que de sombrer dans la misère. Tou-te-s seraient par contre infiniment riches de la liberté d'exercer leur art à volonté, et de le partager à l'humanité entière.

Or the Egyptian, Greek, Chinese civilizations... without their architects, sculptors and poets? What would Europe be today without Leonardo da Vinci, Camille Claudel or John Lennon? Practicing an art is both a fundamental individual achievement and an inexhaustible social cement.

Unfortunately, our societies rarely recognize this essential role at its true value. Those who decide to devote all or part of their lives to art often struggle to afford a decent life. Others do not even dare to do so. This is an enormous waste of talent, an irreparable loss of happiness to earn. A universal basic income would be a simple way of re-enchanting this artistic risk, by relieving it of material anxieties such as housing or food. It would give everyone the opportunity to devote the time of his or her choice to his or her art, from technical training to the most daring creations.

An unconditional monthly income of €1001 per adult, for example, would advantageously replace any complicated system of artist status. Without administrative complexity or control of activities, without delicate arbitration between artists and non-artists, such a system would also guarantee a means of subsistence for indirect actors in the artistic world, for casual workers and craftsmen (sound engineers, make-up artists, camerawomen, cashiers...), whose income is also often very uncertain, in particular during crises.

Of course, not everyone has the talent to become Hildegard von Bingen or Guy de Maupassant. The strength of a basic universal income is that all income generated by artistic practice would be added to it unconditionally. Successful artists would therefore still be rich, while less talented artists, or the misunderstood Vincent van Gogh's of their time, would lead modest but decent lives rather than sink into misery. On the other hand, they would all be infinitely rich in the freedom to exercise their art at will, and to share it with the whole of humanity.
